金融发展能缓解资源诅咒吗?——基于中国资源型区域的实证分析

摘　　要：资源诅咒问题一直备受关注,学者们主要从"荷兰病"效应、人力资本、科技创新、制度弱化分析资源诅咒的传导机制。基于金融视角,认为金融如果脱离了实体经济,也会成为资源诅咒的一个传导机制。首先对资源诅咒的金融发展路径进行理论分析,之后以1998-2015年15个资源型地区的面板数据为样本,运用Hansen门槛面板模型以及似不相关回归估计(SUR)方法进行了实证检验。结果表明:金融发展水平会影响资源型区域的资源诅咒。资源开发积累的资本如果被金融机构大规模投放于虚拟经济,会加剧资源诅咒;如果投放在实体企业中,有效服务于实体经济,这种金融路径利于缓解资源诅咒。据此提出了金融有效服务于实体经济加速转型的建议。The resource curse has been the concern of scholars,and scholars analyze the conduction mechanism of the resource curse mainly from the ＂Dutch disease ＂effect,human capital,technological innovation,system weakening. In this paper,based on the financial perspective,the author thinks that if the financial development is divorced from the real economy,it will also become a transmission mechanism of the resource curse. Firstly,the financial development path of resource curse is analyzed theoretically. Then take the panel data of 15 resource based regions in 1998-2015 as samples and empirical test is conducted using the Hansen Threshold Panel Model and seemingly unrelated regression estimation（ SUR） method. The results show that the level of financial development will affect the resource curse of resource based areas. If a large number of accumulated capital in resource development is thrown in the virtual economy by financial institutions,it will exacerbate resource curse. If the capital is invested in the real enterprise and serve the real economy effectively,this financial path is conducive to ease the curse of resources. Based on this,some suggestions are put forward to improve the efficiency of financial services to the real economy and to accelerate the transformation of the real economy.
