摘 要:以2007—2013年中国30个省、直辖市和自治区为样本,在测算了样本地区工商业对居民的电价交叉补贴额的同时,从经济、资源和生态三个维度构建了反映地区社会总福利水平指标体系且对其进行测度,进而设计动态面板数据模型,分别从全国和分地区两个层面实证评估了电价交叉补贴政策的社会福利效应。结果表明,从全国层面来看,电价交叉补贴政策能显著改善经济福利和生态福利,但不影响社会总福利及其资源福利;进一步地,从分地区样本来看,东部地区电价交叉补贴政策能显著改善该地区生态福利,而中西部地区电价交叉补贴政策能显著改善该地区社会总福利及其资源福利。Taking 30 provinces, municipalities and autonomous regions of China from 2007 to 2013 as samples, this paper calculates of the cross-subsidy of electricity price for residents from industrial and commercial users and constructs and measures an index system of the social welfare of the samples from three dimensions of economy, environment and resource. Then, it designs the dynamic panel data models to evaluate the social welfare effects generated by the crosssubsidy policy of electricity price from industrial and commercial users to residents from the aspects of the whole national and sub regional samples. The results are shown as follows. From the national level, the cross subsidy policy of electricity price can significantly improve the economic welfare and ecological welfare, but it doesn't influence the improvement of the total social welfare and its resource welfare. Further, from the regional level, the cross-subsidy policy of electricity price in the eastern region can significantly improve the ecological welfare, while the cross subsidy policy of electricity price in the central and western regions can significantly improve the total social welfare and its resource welfare.
