乡村治理中乡镇政府的双重困境及其成因——甘肃省C镇的个案经验

摘　　要：在乡村治理中,乡镇政府扮演着重要角色,不仅有上传下达的作用,而且对乡村基层管理有较大影响。从基层乡村治理实践来看,乡镇政府面临着上下不讨好的双重困境:一方面,架空体制所设置的权轻责重地位使其因无法满足乡村居民的需求或利益诉求而与农民产生紧张关系,另一方面,乡镇干部服务意识淡薄、消极怠政、避责趋利等行为加剧了体制矛盾。这种双重困局是架空体制与乡镇政府功利取向能动性两方面作用的结果。其中,体制的架空作用削弱了乡镇政府提供公共服务和疏通民众利益诉求的实质性权能,使其目标功能被悬浮;乡镇政府的现实能动性则加剧了村民对镇政府职能缺位的不满。state and dilemma. The system of less power and more responsibility weakens the substantial power of the town government to meet the need of public service and the demands of villagers＇ interests. Thus, the activity of township government aggravates the villagers＇ dissatisfaction with the absence of the functions of the town government.
