保障功能视角下住房公积金运营模式改革探讨

摘　　要：目前我国住房公积金制度发展稳步向前,资金积累总额不断扩大,但住房公积金规模增长且增速持续上升与其保障功能降低及作用发挥有限存在矛盾,其结余资金面临贬值的风险。基于住房公积金规模不断增长的现状,文章探讨了住房公积金资金运营效率较低和保障功能存在局限性的问题,并尝试提出建立新型中央公积金制度、加强住房公积金资金运营力度、扩展住房公积金保障功能的设想。Currently China＇ s public housing fund accumulation is speed up, the scale becomes more and more large. But there is a contradiction between accelerated growth of public housing fund scale and its limited security functions. As a result its surplus funds face devaluation risk. Therefore, based on the present situa- tion of the public housing fund scale is growing,this paper discusses problems about low capital operational efficiency and security functions exist limitations of public housing fund,and puts forward design of estab- lishing Central Provident Fund system for extension of social security functions and strengthening the cap- ital operation of the public housing fund.
