摘　　要："一国两制"下香港民主发展面临双重困境:一是"一国两制"香港民主模式与西方民主模式相互角力,二是爱国爱港建制派与亲西方反对派存在内部矛盾与相互对抗。香港回归祖国20周年的民主政治实践表明,"一国两制"下香港民主化进程并非一帆风顺,但从长远看,它必然是一个螺旋式上升的过程。The Hong Kong democratic development faces double difficulties under ＂one country, two systems＂. Firstly, the Hong Kong democratic pattern under ＂one country, two systems＂ is antagonistic to the western democratic model. Secondly, pro-establishment camp is antagonistic to opposition faction. Since Hong Kong＇ s return to the motherland for nearly 20 years, the political practice of democracy is proved that theprocess of democratization in Hong Kong under ＂one country, two systems＂ is not going smoothly. But in the long run, it is inevitably a spiral rising process.
