全民健身公共体育服务系统非平衡演进理论分析

摘　　要：以系统科学理论、自组织理论为基础,对全民健身公共体育服务系统非平衡演进进行理论分析。研究认为,非平衡主要是指全民健身公共体育服务系统在"开放与交流"的非平衡状态下的演变发展,是全民健身公共体育服务系统有序发展的演进路径,其内涵可以表述为"对外开放,对内搞活"。全民健身公共体育服务系统非平衡演进的实质是系统组分之间存在网络化的联系;其演进方向是形成有序的结构状态,演进特征主要有整体性、稳定性、层次性、多样性、相关性、包容性等;演进功能主要有组织管理、资源整合、服务供给、保障监督、评价反馈等。Based on system science theory and self-organization theory,analysis of the unbalanced development of public sports service system has been done. Research findings,non-equilibrium is the evolution path of the public sports service system,mainly refers to the development of national fitness public sports service system in the ＂opening and communication＂under the unbalanced state of development,and its connotation can be described as ＂opening to outside＂. The essence of the unbalanced development of the public sports service system is that there is a network connection between the components of the system,the direction of evolution is to form an ordered structure,the evolution has the main features such as integrity,stability,hierarchy,diversity,relevance,inclusiveness. The main functions of evolution are organization management,resource integration,service supply,security supervision,evaluation feedback.
