基于负责任大国角色定位的中国外交新理念论析

摘　　要：中国的国际角色定位为做国际社会中的负责任大国,这是中国综合实力和国际影响力快速提升,以及中国追求承担更多国际责任的主观意愿等共同决定的。在此定位基础上,近年来中国提出"中国梦"、"新型国际关系"、"命运共同体"系列外交新理念,这三个理念一脉相承,它们分别向国际社会明确表达了中国对发展道路的原则性选择,表达了中国与其他国家相处之道的基础内涵,表达了中国应对全球性挑战的态度及解决世界问题的独特思路。这三个理念也表达了中国在多个层面对"负责任大国"的具体理解:对国内人民负责、对国际社会负责、对人类未来负责。China＇s international role of being a responsible big country in the international community is decided by China＇s comprehensive strength and increasing international influence, and the subjective willingness to assume more international responsibility. Based on this positioning, recent years China puts forward a new diplomatic philosophy of the ＂China Dream＂, ＂new international relations＂, ＂community of destiny＂, the three concepts of the same strain respectively, which clearly expressed to the international community the Chinese principle of selecting development path, the basic connotation of relationship between China and other countries, China＇s response to global challenges and unique ideas to solve the world＇s problems. These three concepts also expressed Chinese specific understanding of ＂responsible power＂ at many levels, ie. the responsibility for the people of the country, for the international community, and for the future of mankind.
