摘 要:为有效控制道路交通事故的发生,基于风险对我国道路限速标准进行科学设计,将敏感性因素引入风险的概念中,从安全事故产生的可能性、严重性和敏感性3个维度构建道路风险分级三维评价模型,以3个维度为一级指标建立道路风险评价指标体系,最终形成道路风险分级评价方法,基于道路风险等级科学确定限速标准,将安全性与经济性有效结合。以北京市四环某路段为例,提出道路单元划分原则,用所构建的道路风险分级评价方法对该路段进行评价并优化设计其限速标准,验证了方法的可行性。In order to control the road traffic accidents effectively,the road speed limit standard in China was designed scien-tifically based on risk. The sensibility factor was introduced into the concept of risk,and a three-dimensional evaluation mod-el of road risk grading was constructed from three dimensions including the possibility,severity and sensibility of safety acci-dents. The evaluation index system of road risk was established taking the three dimensions as the first grade indexes,and fi-nally an evaluation method of road risk grading was formed. The speed limit standard was determined scientifically based on the road risk grade,which combined the safety with economy effectively. Taking a certain road section of the fourth ring road of Beijing as example,the division principles of road units were put forward,then the road section was evaluated by using the proposed evaluation method of road risk grading,and the speed limit standard was optimized and designed,which verified the feasibility of this method.
