摘　　要：本课题通过研究WTO/TBT专门例会中的"特别贸易关注"的机制、议题以及磋商机制,结合技术性贸易壁垒研究与应对工作实际情况,构建基于特别贸易关注的技术性贸易壁垒跨越机制,解决以往应对中效果不显著现状,并增强出口企业应对技术性贸易壁垒的信心和能力,促进外贸出口。通过对"特别贸易关注"中相关议题的研究,借鉴发达国家利用特别贸易关注解决技术性贸易壁垒的经验,预测技术性贸易壁垒的发展趋势,以新的视角研究国外先进标准及技术法规对产业的促进作用,为制定具体的产业结构调整政策,加快经济转型升级提供决策依据。Based on the current research on technical barriers to trade and countermeasures, the paper studies the mechanism, issues and consultation mechanisms of ＂special trade concerns＂ in WTO/TBT special meetings, and builds a technical trade barrier crossing mechanism based on special trade concerns, to deal with the current problems, increase the confidence and ability of export enterprises to cope with technical barriers to trade and promote foreign trade exports. On the basis of the research of relevant issues to ＂special trade concerns＂, and drawing on the experience of developed countries on using special trade concerns to resolve technical barriers to trade, the paper forecasts the development trend of technical barriers to trade and identifies the role of foreign advanced international standards and technical regulations in facilitating industry from a new visual angle, providing the policy-making basis for making specific policies of industry structure adjusting and speeding up economy transferring and upgrading.
