《管子》的宏观调控智慧与当代价值

摘　　要：《管子》是中国古典经济学的代表,蕴含着丰富的国家宏观调控方法与智慧。基于"以人为本"的思想将"社会人"假定暗含其中,并在"社会人"假定基础上提出其宏观调控思想。由于市场的不平衡性,强调宏观调控的重要性;提出双向调控的价格调控策略与物资、货币双向储备策略;主张保持充足储备特别是粮食储备,以农为本,重本抑末;看重社会物质财富,尤其是具有战略地位的物质积累而非货币的积累;善于运用粮食策略,"内守国财,外因天下";实行轻税、间接税和差别税等一系列有效的宏观调控措施。《管子》可谓是中国古典经济学的智慧结晶,其很多宏观调控思想值得我们学习借鉴。As one of the masterpieces of Chinese classical economics,Guanzi contains rich macroeconomic control methods and wisdom on the basis of the assumption of 'social person',which is implied in the 'people-oriented' ideology.Due to the market imbalance,it put great emphasis on macro-controls,such as bi-directional control of price,bi-reserve of materials and currency,agriculture-oriented value for adequate reserves of grain,more attention on social material wealth rather than monetary accumulation,using grain strategy to keep wealth inside,implementing light,indirect and differential tax policies etc.As an invaluable treasure of Chinese classical economics,Guanzi's macroeconomic wisdom is worth learning.
