摘　　要：随着经济社会发展和城市化进程加快,"城围炼厂"问题日益突出。针对城市型炼厂如何选择发展模式、破解发展困局,分析了国内城市型炼厂的现状和特征,综合对比了整体异地搬迁和就地提升两种发展模式。主张采取就地提升发展模式,加大对炼厂安全、环保等方面投入,提升城市型炼厂本质安全水平和环保标准。为此需构建就地提升发展体系,具体包括安全、环境、标准化、信息化、技术和装备可靠性、与城市和谐共生6个体系;并提出了加强发展模式研究、完善中长期发展规划、积极与政府沟通协调、深度融入地方经济发展、推进各项标准认可和推行、支持试点企业改革发展探索、给予投入支持等对策建议,以推动整个行业城市型炼厂的可持续稳健发展。The problem of “besieged refnery” looms large owing to economic and social development and accelerated urbanization. This article focuses on how to choose development models of a city-type refnery and analyzes the present conditions and characteristics of domestic city-type refineries. It also compares two development models – movement of the whole refnery to a new place and modernization in the local place. The latter should be adopted according to the article. It is necessary to increase investment in the refnery in the area of safety and environmental protection to improve the safety and environmental standards of a city-type refnery. Therefore, a local upgrading and development system should be put in place, which is composed of six subsystems of safety, the environment, standardization, information, technology and equipment reliability, and harmonious co-existence with the city. The article comes up with a series of suggestions to promote sustainable development of city-type refneries. Those suggestions include more efforts for study of development models, perfection of long- and medium-term development plans, active communications with the government, in-depth involvement in local economic development, authentication and execution of various criteria, support of the pilot enterprises for their reform and development efforts, and providence of fnancial support.
