云南省州(市)级疾病预防控制中心职业卫生服务能力现状调查

摘　　要：目的了解云南省州(市)级疾病预防控制中心(简称疾控中心)职业卫生服务能力现状,对基层职业病防治能力做出客观评价,为政府进一步加强职业病防治工作提供决策依据。方法采用填报调查表法,对云南省州(市)级疾控中心的职业卫生服务能力现状进行调查。结果云南省16个州(市)级疾控中心目前拥有职业健康检查资质机构13个,具有职业病诊断资质的机构和职业卫生技术服务资质的机构分别为10和4个。共有职业健康检查医务人员292人,主要以本科学历、中级职称、36~45岁的人员为主;共有职业病诊断医师106人,以本科学历、中级职称、46~55岁的人员为主;共有职业卫生专业技术人员194人,以本科学历、初级及以下职称、35岁及以下的人员为主。共有职业卫生相关仪器设备2 218台(件),处于正常有2 018台(件)(95.04%)。2013—2015年对1 144家用人单位的140 216人进行了职业健康检查,检出职业禁忌证人数和疑似职业病人数逐年增加;诊断职业病244人,共完成职业卫生技术服务项目273个,完成数量逐年递减。9个开展过职业病诊断的州(市)级疾控中心,仅有4个完成同时向所在地的卫生行政部门和安全生产监督管理部门报告,13个开展职业健康检查的州(市)级疾控中心,有3个存在迟报和漏报。结论云南省州(市)疾控中心职业卫生服务能力不足,增加职业病防治的经费投入,加强职业卫生人员队伍建设,尽快出台新的收费标准,加强职业病直报网络建设,加大职业卫生的防治宣传和监管力度对提高云南省公共卫生的发展具有重大意义。[Objective]To understand the current situation of occupational health service ability of prefecture/city-level centers for disease control and prevention（CDCs） in Yunnan Province,make an objective evaluation of the occupational disease prevention and control ability in basic institutions,and provide decision-making basis for the government to further strengthen the occupational disease prevention and control.[Methods]The occupational health service ability of prefecture/city-level CDCs in Yunnan Province was investigated by using questionnaire.[Results]Among 16 prefecture/city-level CDCs in Yunnan Province,there were 13 agencies with the qualification of occupational health examination,10 agencies with the qualification of occupational disease diagnosis,and 4 agencies with the qualification of occupational health technical services. There were totally 292 medical workers for occupational health examination,mainly in undergraduate education,intermediate title,and 36-45 years old. There were totally 106 medical workers for occupational disease diagnosis,mainly in undergraduate education,intermediate title,and46-55 years old. There were totally 194 medical workers for occupational health technical services,mainly in undergraduate education,primary title and below,and under 35 years old. There were totally 2 218 occupational health related instruments and equipments,and 2 108（95.04%）were in normal condition. During 2013-2015,140 216 workers in 1 144 enterprises received the occupational health examination,the case number of occupational contraindications and suspected occupational disease increased year by year,and 244 cases of occupational diseases were diagnosed. 273 occupational health technical service projects were completed,and the project number was decreasing year by year.
