放开增量配电投资业务关键问题研究综述

摘　　要：首批增量配电投资业务试点项目的批复标志着增量配电网放开从顶层设计进入实施阶段。以混合所有制方式开展增量配电业务可以放大国有资本的投资能力,并且在保障供电安全的基础上提升配电网运营效率。为有序推进增量配电网发展,科学引导投资行为,在投资主体的遴选、增量配电网输配电价核定、增量配电网经营模式等方面还需要进一步研究。通过梳理国内已有的研究成果,对增量配电网的业务界定、投资方式、项目管理、运营模式,以及增量配电投资业务与售电业务区别等关键问题进行综合论述,并对现存问题进行归纳总结。最后对增量配电业务放开的发展前景进行展望,为增量配电业务改革模式及路径提供相关思路。文章具备一定的现实意义。The first pilot project approval of increment distribution investment business marks this work stepping into the implementation stage from the top-level design. To carry out the increment distribution business in mixed ownership way can not only enlarge the state-owned capital investment ability, but also promote the efficiency of distribution network operation on the basis of power supply security. For pushing incremental distribution network development and scientificly guiding investment behavior, further research need to be conducted in aspects of investment subject selection, incremental distribution network price verification, incremental distribution network management pattern, etc. Through the domestic existing research, this paper discusses the key problems of the incremental distribution network business definition, investment mode, project management, operation mode, the difference between the incremental distribution network business and electricity sale-side business, and summarizes the existing problems. Finally, this paper prospects the development of incremental distribution business, which can provide references for the reform mode and path of incremental distribution business, and has certain practical significance.
