德国地方政府“网络型”大众体育治理机制研究——以米尔海姆市为例

摘　　要：为推动我国体育治理体系和治理能力的现代化,有必要对国外成功的体育治理经验进行借鉴。运用文献资料法、逻辑分析法等研究方法,对德国大众体育治理的特点、产生的动力和运行机制深入分析。研究发现:德国体育治理是以地方自治为核心的多元化治理主体参与、网络化的治理结构和运用民主化、法制化的治理方式和手段,有效地促进了德国大众体育的良性运行和发展。在对德国体育治理成功经验分析的基础上,结合我国实际情况,提出建立适合我国国情的大众体育治理体系的基本思路。The successful sports management experiences from other countries are worthy of improving the sports manage- ment system and ability in China. By using literature review and logical analysis and so on, we analyzed the governance characters, the resources of motive power, and the running mechanism in Germany mass sports area. The main results are as follows：The local autonomy is the core of German sports governance structure, diversification governance and the main participation. The network governance structure and the democratization and legalization of governance ways and means ef- fectively promote the operation and development of mass sports in Germany. Based on the analysis of the successful experi- ence of the sports governance in Germany, combined with the actual situation of China, we put forward the basic ideas of establishing the system of public sports governance which is suitable for our national conditions.
