明清漳、卫交汇及其对区域社会的影响

摘　　要：明清两朝漳、卫两河交汇地的屡次变迁是自然因素与人为因素综合性作用的结果,漳河善淤、善徙、善决的特性决定了它必然会多次改道与决口,进而导致交汇地点的变化。而明清两朝以漕运为国脉的政策,中央政府总是力图通过工程措施使漳河南流,在山东馆陶附近与卫河交汇以利漕运,漳河南行数百年的现实就充分体现了这一策略。漳、卫两河交汇不但为卫运河(卫河)、南运河提供了充沛的水源,在一定程度上还保障了国家漕运正常运转,而且对区域社会的农业、商业、生态环境都产生了重要影响。它一方面使卫运河、南运河河道通航能力加强,提高了漕船、商船、民船的通行效率,促进了商贸的繁荣和沿岸交通的便利,使沿线城市、城镇得以振兴与崛起;另外一方面也导致不计其数的水患问题与省际、区域社会的争端与矛盾,给沿河百姓造成了巨大的灾难。The repeated changes of the intersection of Zhang and Wei rivers in the Ming and Qing dynasties were the result of the combination of natural and man-made factors. The Characteristic of Zhang river which were frequent silted , changed and burst decide that it must be repeatedly diverted and burst, which led to changes in the location of the intersection. But the water transport as a fundamental strategy policy during the Ming and Qing dynasties, the central government always tries to using manual measures make Zhang river flow southward, connects with Wei River near Guantao in Shandong to facilitate transportation. The reality of Zhang River flow southward for hundreds of yearsfully embodied this policy. Zhang and Wei Rivers’ intersection which not only for the Wei canal （Wei H e ）, the SouthCanal provides abundant water resources, to a certain extent, but also to protect the normal operation of the state water transport, had an important influence on the regional social, commercial, agricultural ecological environment. On one hand it makes Wei canal, South Canal navigable capacity strengthening, improving the efficiency of transport Various ship, promote trade and prosperity of coastal transportation, the city , along the town to revitalize and rise . On the otherhand also caused flooding problems, too many to count and inter provincial and regional social disputes and conflicts ,caused great disaster to the people along the river .
