摘　　要：国务院"双一流"大学的建设方案对高校的行政管理提出新的要求,高校的行政体系必须能够充分为高校教学和科研服务。因此必须实现行政机构整体的功能化和扁平化。在行政管理上,要树立服务意识理念,变革行政管理体系并完善行政规章制度,使高校行政机构能够满足"双一流"大学的建设要求。The construction plan of ＂double first-rate＂ universi-ties proposed by the State Council has put forward new require-ments to the administration of universities, and the administrativesystem of universities must serve the teaching and scientific re-search of universities. Therefore, it is necessary to achieve theoverall function and decentralization of administrative institu-tions. In administrative management, we must establish theawareness and concept of service, change the administrative sys-tem and improve the administrative rules and regulations, so thatthe administrative institutions of universities can meet the re-quirements of ＂double first-rate＂ university construction.
