江苏省工业环境效率时空格局及影响因素

摘　　要：采用SBM模型和ESDA等方法,以县域为研究单元,探讨了2002-2014年江苏省工业环境效率的时空异质性特征及影响因素。结果表明:江苏省工业环境效率总体差异和空间集聚性呈缩小趋势,苏南、苏中和苏北3地区内部差异是全省工业环境效率整体差异的主因;高效率县域集中分布于苏南地区,低效率县域分布于苏中、苏北地区,整体上呈现两极分化型空间格局,近年来有向橄榄球型格局演化趋势;空间关联上,"H-H"型县域集聚于苏南,而"L-L"型县域集聚于京杭大运河苏北段,形成两大趋同俱乐部;经济水平、能源利用率、产业结构、政府调控、技术创新和对外开放是江苏省工业环境效率空间差异的主要影响因素,其中经济水平是对其空间差异有促进作用。Taking county as the research unit, the paper analyzed the temporal： spatial evolution characteristics as well as driving factors of industrial environmental efficiency in Jiangsu Province from 2002 to 2014 using the methods of SBM model and ESDA method. The results showed that the overall differences and spatial agglomeration of industrial environmental efficiency presen-ted a decreasing trend, and the regional internal differences of South Jiangsu, Middle Jiangsu and North Jiangsu were the main reason for the overall difference of industrial environmental efficiency. The counties with high efficiency were concentrated in South Jiangsu and the counties with low efficiency were in Middle Jiangsu and North Jiangsu, presenting the pattern of polariza-tion on the whole,but it tended to be the pattern of rugby in recent years. On the aspect of spatial association, H- H counties gathered in South Jiangsu, while L- L counties gathered in North Jiangsu section of the Beijing- Hangzhou Grand Canal, forming two spatial convergence club. The main factors influencing the industrial environmental efficiency were economic level, energy efficiency,industrial structure, goverrnment regulation, technological innovation and foreign investment, among which the eco-nomic level presented a promoting effect on the spatial difference of industrial environmental efficiency in Jiangsu Province.
