摘　　要：对《档案法》之外的法律涉及档案行为的规定进行调查和分析发现,从法律关系上看,涉及档案行为的法律关系客体具有多样性、法律关系主体具有多元化的特征,这使得更多的档案行为处于档案行政管理部门之外的其他行政管理部门的监管之下。从法律衔接方面看,这些法律涉及档案行为的法律责任与《档案法》的规定还有不一致以及与《刑法》的衔接还存在缺失的地方,有待进一步改进与完善。According to the investigation of the archives legal norms excepting Archives law, it is found that, the object of legal relation involving archives has diversity,the subject of legal relation involving archives has been diversified, which makes the archives behavior under the regulation of other administrative departments in addition to the administrative department of archives. From the aspect of legal convergence, there are some problems in the set of legal liability and charges between the laws involving archives, which should be improved and perfected.
