摘 要:香港面积狭小,人口密集,房屋发展与土地供应一直以来都存在着巨大的供需矛盾。本文以土地供应问题为视角,对香港公屋政策和发展所涉及的土地问题进行评述,深化了对香港公屋与土地之间联系的理解,对内地保障性住房建设中解决土地供应问题提供了一些启示或参考。研究发现,政府通过增大公屋供应量来满足居民诉求,并多管齐下解决与之对应的土地供应问题,中、长期看来依旧不容乐观。房屋作为影响民生的大事,并不只是单纯提供居所,更涉及居民日后的就业、通勤、配套设施供应和社会问题,如何更有效地协调房屋、规划、土地等诸多关系,无论从政策实施还是制度和机构设置上依旧值得进一步探讨。Due to the small area and dense population, there has been a huge supply and demand contradiction between housing development and land supply in Hong Kong. From the perspective of land, this paper tried to investigate the linkage of public housing policy, development and land supply issues, provide some enlightenment and reference to solve the problem of land supply of affordable housing development in the mainland. It found that the land supply for increasing the public housing production to meet the residents' needs is still not optimistic in future. Besides providing accommodation for low-income residents, public housing needs consider employment, commuting, facilities supply and social problems during the acquiring land source. How to more effectively coordinate housing, planning, land and other issues, in terms of policy implementation, and the system and institutions are still worthy of further consideration.
