榆林市沿黄区特色农业与生态协调发展的调研分析

摘　　要：榆林市沿黄区自然条件恶劣,贫困人口众多。近年来,沿黄区各县立足实际,因地制宜,充分发挥地方资源优势,稳步推进现代特色农业发展,农产品品牌和基地建设初现成效,观光农业功能有所扩展。但由于生态脆弱、基础设施薄弱、交通闭塞、农村贫困面广且程度深。要打破沿黄区资源贫乏的瓶颈,只能走创新之路,创新农业经营体制机制的、创新农村土地流转方式、深化农村集体产权制度改革,唤醒沉睡的资源,推进适合沿黄区特点的农业适度规模经营,推动特色农业升级。同时,保护沿黄区各县生态环境,拓展农业的旅游休闲功能,打破小农分散经营造成的资源分割,实现区域统筹规划。There are bad natural conditions and a large number of poor populations in the areas along Yellow River in Yulin. In recent years, each county there has been making full use of its advantages to develop modem featured agriculture in which leading enterprises develop rapidly and brands and bases construction achieve success. Howev-er, because of fragile ecology, weak infrastructure and inconvenient traffic, the only way to break the bottleneck of shortness of resources is develop agriculture creatively according to characters of each county. Meanwhile, ecologi-cal environment there should be protected, and agricultural travel developed so as to break the segmentation of re-source and achieve regional overall planning.
