城镇化进程中新农合和城镇居民整合公平、效率研究分析

摘　　要：中央全面深化改革领导小组审议通过整合城镇居民基本医疗保险和新型农村合作医疗即城乡居民制度。探讨优先整合城乡居民医疗保险制度的可行性,明确建立统一的城乡居民基本医疗保险制度,是推进医疗卫生体制改革、实现城乡居民公平享有基本医疗保险权益、促进社会公平正义、增进人民福祉的重大举措。该政策在全国各地区迅速开展,由于各地经济发展不一具有较多的客观障碍,如何正视困难、因地制宜,保障新疆少数民族聚居地区参合民众的利益,促进公平,提高效率是值得深思和研究的问题。The leading group of the Central Committee for comprehensive deepening of reform has considered the integration of basic medical insurance for urban residents and the new rural cooperative medical care, namely, the urban and rural residents＇ system. To evaluate the feasibility of priority of the integration of the medical insurance system for urban and rural residents, clearly establish a unifed basic medical insurance system for urban and rural residents, is key to promote the reform of medical system and implementation of urban and rural residents equal access to basic medical insurance rights and interests, promote social fairness and justice, improve the well-being of the people of the major initiatives. The policy has been carried out rapidly in various parts of the country, because there are different economic development in different parts of the country, and there are many objective obstacles. It is worth pondering and studying how to face up to difficulties and adjust measures to local conditions, protect the interests of the people participating in the communities inhabited by ethnic minorities in Xinjiang, promote fairness and improve effciency.
