议程设置视角下的民意引导警务模式:概念与现实

摘　　要：民意引导警务模式是一种制度化、常态化的公安主导、民众参与的协商民主模式,是公安机关主动回应民众期待、适应社会主义民主发展要求的警务决策模式创新,对于实现公安政策与民众期待有效对接具有重要意义。议程设置理论是民意引导警务模式实践的重要方法理论支撑,为分析民意引导警务模式过程中存在的问题、原因及寻求问题对策提供良好的视角。在议程设置理论视域中探讨民意引导警务模式对于提升民意引导警务模式建设品质,增加公安决策理性与有效性具有重要启示意义。Public opinion guide the policing model is a kind of institutionalization and normalization of public security, public participation mode of deliberative democracy, is the public security organ shall actively respond to look forward to, to meet the need of the socialist democracy police decision model innovation, to achieve public security policy and the people are looking forward to the effective docking is of great significance. Agenda-setting theory is an important method to theoretical support of public opinion guide mode of police practice, to analyze the problems existing in the process of public opinion guide the policing model, reasons and seek countermeasures to provide a good perspective. In the agenda setting theory horizon in the public opinion guide the policing model to improve the quality of public opinion guide the policing model construction, and increase the public security decision rationality and validity has important significance.
