摘　　要：家庭农场是美丽乡村建设的前提与基础,没有家庭农场的发展与扎根就没有美丽乡村建设的实现。然而,农地产权虚设导致家庭农场发展丧失农民"恒产恒心"动力、乡村青壮年劳动力流失、经济实体难以壮实和乡村社会缺乏活力,致使美丽乡村建设缺失内生持久的经济载体、政治主人、家园建设守护主体和乡土文化传承桥梁。抓住深化农村改革契机,以"确权到户"与"确长久之权"、畅通农地市场化流转、改变错位的补贴政策和失衡的乡村治理格局,大力激发多主体发展家庭农场的积极性,为美丽乡村建设奠定经济基础、聚集建设精英、壮实经济实体和激活乡村多元共治力量,让美丽乡村社会焕发青春活力。The Family farm is the precondition and foundation of the construction of beautiful countryside, while the construction of beautiful countryside will not achieve without the developing and taking root of the family farm. The subject of farmland property right is unclear, so farmers lost ＂Eternal property and Eternal faith＂ to upgrade and develop family farms; rural youth labor force is losing; economic strength is difficult to be promoted; rural society lacks of vigor and vitality. The end result in all these cases is that the construction of beautiful countryside is short of economic carrier, political master, the main body of home construction or guardian and the bridge of inheriting the rural culture. Seizing the opportunity to deepen rural reform, the development of family farms based on ＂Established rights to households＂ and the right of ＂Unchanged for a long time＂ will laid the economic foundation of the construction of beautiful countryside; opening rural land transfer and developing family farms will collect the subjects of the construction of beautiful countryside; reforming the malposed agricultural subsidy policy in order to support the development of family farms will firm the economic strength of he construction of beautiful countryside;changing the unbalanced pattern of rural governance will activate the power of rural plural governance. Motivating the consciousness of the rural main body and gathering force of multi-parties will rejuvenate the beautiful countryside society.
