摘  要:近年来,异地高考成为我国随迁子女及其家庭最迫切的利益诉求。在异地高考政策执行中,以强制性政策工具为主导,其他类型的政策工具使用不足。政策工具的选择受制于优质高等教育资源存量和相关利益群体的制约,并且原有政策工具也会成为异地高考政策的阻碍因素。因此,政府部门需要正确把握政策工具选择和使用的策略,积极创造新的政策工具,提高政策工具选用与异地高考政策执行的适切性,以促进我国异地高考问题的有效解决。In recent years, migration college entrance examination has become the most urgent demand from the migrant children and their families. When implementing migration college entrance examination, the governments use compulsory policy instruments fully, but not with others. The choice of policy instruments is subject to the stock of well- qualified higher educational resources and the constraints of relevant interest groups. The original policy instruments will also be obstacles to the policy. Therefore, the governments need to grasp the strategy of selecting and using policy instruments correctly. We also need to create new policy instruments to promote the selecting and using policy instruments and the appropriateness of the policy implementation of the migration college entrance examination so as to solve the problem of the migration college entrance examination effectively in China.
