摘　　要：在我国的法治进程中,往往过多地去探讨事实依据和现有的法律准绳。实体性浓厚的法文化的存在直接导致了程序的虚无化。政策评估的价值只有通过程序的合理化与科学化才能真正实现。政策的前瞻价值要求我们在政策评估的程序方面实现公正化,为政策的产生与执行提供合理公正的运行模式。We always pay too much attention to approaching the factual evidence in the process of our country＇s constitutionali- ty. The existence of the rich substantive legal culture makes the procedure fictitious. However, the value of the policy assessment can realize only by the use of the rational and scientific procedure. The policy＇s farsighted value asks us to make the procedure of the judgment of policy impartial, in order to supply a rational and impartial pattern for the birth and operation of the policy.
