摘　　要：文化治理是国家治理体系和治理能力现代化的重要组成部分。文化的阶级性、相对独立性和建构性,决定了文化场域必然是国家将其意识形态和核心价值体系渗透于民众日常生产生活的重要载体。中国文化治理先后经历了以政治化为引导、以"市场化"为主的和以"福利化"为特征三个发展阶段,反应了国家文化治理不断寻求政府与市场、社会之间的合理关系、确定三者之间权利与义务边界的变迁历程。文化应该力求保持一种开放性、参与性、批判性的特质,在国家"管理逻辑"、社会"民本逻辑"、市场"效益逻辑"之间寻求一个互相制约与合作的平衡点。这不仅需要国家在文化领域保持宽容与协商的姿态,也需要引导社会文化力量发展壮大,并要对文化市场化的负面影响进行规制。Cultural governance is an important part of the national governance system and the modernization of governance capacity.Culture has classcharacteristics and construction characteristics with relative independence , which bring about that cultural field is an important carrier through which the state infiltrates its ideology and core value system into the daily production and life of the people. Chinese cultural governance has gone through three phases including politicization as a guide, marketed as the focus and welfare as a feature. During this process national cultural governance constantly seek a reasonable relationship between government and the market and society in order to define the boundary of rights and obligations between the three.Culture should strive to pursue openness, participation, and critique. While cultural governanceshould seek a balance of mutual restraint in the management logic of country, the people logic of social, the efficiency logic of market. In order to achieve this purpose, the state need to maintain tolerance and negotiation in the cultural field,and need to guide the development and expansion of social forces, and need to regulate the negative impact of marketedculture.
