居民主体性的培育:社区治理的方向与路径

摘　　要：党的十八以来,我国社区从建设迈向治理,进入一个新的实践阶段。从建设到治理是为了求变,求变要解决的问题是什么、求变的方向是什么、求变的路径是什么、变化的关键是什么,这些问题只有靠实践来问答。从2013年始,华中师范大学湖北城市社区建设研究中心协同地方政府、社区工作者、社区居民共同寻找居民主体性生成的路径和方法,从新实践中获得新认识:社区是居民的,社区治理是居民主体性的生成过程;居民主体性的培育和生成是政府、社会组织、居民委员会、居民之间关系结构重构的过程,更是居民自我激活行动要素的过程;也只有培育居民主体性才能更好地激活社区自治能力、促进政府职能转型、优化社会治理结构,加强多元主体协同。Since the 18th National Congress of the Communist Party of China was held, our community has moved from construction to governance and entered a new stage of practice. From construction to governance is to change, change to solve the problem is what, change the direction of what is the change, what is the path of change, what is the key to change, these questions only by practice to answer . From the beginning of 2013, we find the path and method of the formation of the residents＇ subjectivity by working with local governments, community workers and community residents. We have gained new understanding from the new practice： the community belongs to the residents, the community governance is the process of the liberation of the residents.Resident liberation is the process of reorganization of government, social organization, residents ＇committee, and residents＇ relationship structure, but also the process of self-activation elements of action.Only the liberation of the residents can achieve the liberation of the community, the liberation of society, the government＇s liberation, national rejuvenation.
