权责对等原则的道德辩证

摘　　要：探讨权责关系是一个永恒的话题。权责之间具有相互对立又相互联系的辩证关系。首先,两者之间的对立造成权力运行中的腐败问题。其次,二者又相互影响、相互转化、互为前提,影响着腐败治理机制的构建和完善。因此,必须认真把握权力与责任之间的辩证关系,遵循基于道德性的权责对等原则。在此基础上,构建起包括合作制权力组织机构、公正的权责实现准则、行政道德教育机制、责任道德追究制度、张弛有度的容错机制在内的腐败治理机制,实现腐败治理的长远发展目标。It is an eternal topic to discuss the relationship between power and responsibility which are in opposition to each other and mutually related. Firstly, the opposition between the two will result in the corruption in operation of the power. Secondly, the two are mutually influenced, transformed and premised. They exert influence on the construction and perfection of anti-corruption mechanism. On this basis, we can construct various organizations or systems, including cooperative power organizations, impartial realization principles of power and responsibility, educational mechanism of administrative moral, liability investigation system of responsibility and moral, anti-corruption mechanism with flexible degree and pardoning principle, which can achieve the long-term goal of fighting against corruption.
