杭州市G20峰会卫生监督保障应急演练情况分析

摘　　要：目的提升杭州市卫生监督应急处置能力和整体实战水平,圆满做好G20峰会卫生监督保障工作。方法从应急演练的针对性、全面性、团队、个人的配合协调和先进科学技术的应用入手,设计以应急响应、业务知识测试、现场检测、模拟突发公共卫生事件等为内容的演练方案,经全市15个卫生监督应急团队测试评估。结果通过应急演练,体现出杭州市卫生监督执法队伍应急响应迅速、现场调查处置较为规范,具有良好的应急处置能力,但也暴露出在应急制度落实、成员知识结构、实践操作能力等方面存在的问题。结论要解决目前杭州市应急处置中存在的问题,须进一步完善各类突发公共卫生应急工作预案,加强公共卫生事件应急处理能力的培训及演练,加强应急队伍成员业务知识的培训,同时补足现场检测仪器和个人防护设备的装备,才能在面对错综复杂的突发公共卫生事件中,做到准确应对,保障各类重大活动的顺利开展。Objective To improve the emergency response capacity and the overall level of actual combat of city＇s health supervision,in order to successfully complete the G20 summit’shealth supervision and security work.Method Starting with thepertinence,comprehensiveness,teamwork,and the application of advanced science and technology of emergency drills,design a drill scheme with contents about emergency response,business knowledge test,field testing and simulation of emergent public health events,which assessed by the city＇s 15 emergency health supervision team test.Results Emergency drill reflected that the city health supervision and law enforcement teamresponses rapidly with standard field investigation disposal and good ability of emergency disposal,but also exposed some problems in the aspects of implementation of emergency system,members＇knowledge structure and practical operation ability.Conclusion To solve the existing problems of city’s health supervision emergency disposal,the city should improve all kinds of emergent public health event emergency plans,strengthen the training of the public health event emergency handling capacity and drills,strengthen business knowledge training of emergency team member,and strengthen the on-site testing instrument and personal protective equipment in order to face all kinds of sudden public health events,achieve accurate response,and ensure the smooth operation of major activities.
