“一带一路”建设中的涉台因素及其影响

摘　　要：为将"两岸一家亲"理念落至实处,中国大陆在推行"一带一路"建设时愿意为台湾地区参与做出"妥善安排"。但蔡英文当局出于"经济脱中"、弱化两岸经贸往来等多项政治考量,对"一带一路"建设抱有较高抵触心理,始终不愿正面参与。未来美日等国有可能利用蔡英文当局的这种抵触心态,在中国大陆"一带一路"建设中打"台湾牌",干扰"一带一路"建设的平稳运行。蔡英文当局还会强化与东南亚、南亚以及澳大利亚、新西兰等国关系,以所谓"新南向政策"对"一带一路"建设构成对冲和竞争关系。In order to put the idea that ＂the two sides belong to one family＂ into practice, Chinese Mainland openly states that it would make ＂reasonable arrangement＂ for Taiwan＇s participation in the ＂One-Belt OneRoad＂ initiative. However, for some political reasons including ＂economic alienation from Chinese Mainland＂, ＂decreasing cross-Strait trade volume＂, Tsai Ing-wen authority is reluctant to participate in the ＂One-Belt One- Road＂ initiative. In future, the United States and Japan may play ＂Taiwan card＂ to disturb the ＂One-Belt One- Road＂ initiative. And by strengthening its relationship with South East Asian and South Asian countries, Tsai Ing-wen authority would confront and compete with the ＂One-Belt One-Road＂ initiative in the name of ＂New South Bound＂ policy.
