摘　　要：从动力机制的角度看,煤炭产业转型升级实际上是在市场机制以及政府行为的共同作用下,各种资源要素禀赋的流动和整合的过程。因此,从动力机制的一般理论出发,考虑我国煤炭产业发展的特殊因素,可以从市场—政府这一格局分工的角度,对煤炭产业转型升级的动力机制和配套制度支撑条件的作用机理进行分析与重构。在我国国际节能减排的承诺和国内资源、环境双重约束下,煤炭产业转型升级的动力主要来自于政府和市场两大力量的推动:政府主要通过制度创新和增加公共政策供给来发挥主导力作用;市场通过"五动力"发挥内生力作用:关键动力—生产观念变革、直接动力—生产结构调整、核心动力—科技创新、加速动力—市场化改革、外部动力—国际国内能源发展形势,以推动煤炭产业转型升级。From a view of the dynamic mechanism,the transformation and upgrading of China coal sector actually would be the flow and integration process of different resource factors under the joint role of the market mechanism and the government action. Therefore,from a view of a general theory of the dynamic mechanism,in consideration of the special factors of the coal sector development in China,on a view of the market-government framework,an analysis and reconstruction were conducted on the function mechanism under the support condition of the dynamic mechanism and the matched system of the transformation and upgrading in China coal sector. Under the promise of China in the international energy saving and emission reduction and the double restrictions of the domestic resources and environment,the dynamic of China coal sector transformation and upgrading were mainly from two major force promotions by the government and market. With the system innovation and increased public policy supply,the government would play its leading role. The market would play the endogenous power role with the ＂five dynamic＂ and thus the critical dynamic-the production concept reform,the direct dynamic-the production structure adjustment,the core dynamic-technical innovation,the accelerated dynamic-market reform,the external dynamic-international and domestic energy development situation would be applied to promote the transformation and upgrading of the coal sector.
