我国适度普惠型社会福利问题研究综述

摘　　要：2007年,随着民政部提出"适度普惠型"社会福利的概念以来,针对此的相关研究就层出不穷,特别是在当前人口老龄化、社会转型带来诸多社会风险等的宏观大背景下,对适度普惠型社会福利的研究就更具现实意义。通过梳理相关研究可以发现在该领域中一些顶尖学者已经逐步构建起了有关于适度普惠型社会福利制度的大致宏观框架,主要从定义、理论和制度三方面入手,而且在制度方面还重点讨论了构建的原则、制度特征以及构建路径三个方向。除此之外,适度普惠型社会福利在各个交叉领域的研究也同样在进行当中,主要集中在老年人和儿童方向,但其他领域的研究成果则较为稀少,这也是未来学者们继续进行研究的方向所在。In 2007, with Ministry of Civil Affairs put forward the concept of ＂moderate universally beneficial social welfare＂, the related research is emerge in endlessly. Especially in the macro background of current population aging, social transformation brings many social risks and so on, the moderate universally beneficial social welfare research has more realistic significance. Through combing the relevant research can be found in some of the top scholars in this field has been gradually building up about roughly the macroscopic framework of moderate moderate universally beneficial social welfare system. It＇s mainly from the three aspects of definition, theory and system, and in the aspect of system is also focused on building principle, system characteristics and build path three directions. Besides, moderate universally beneficial social welfare research in the field of social welfare in each cross is also in progress, mainly in the direction of the elderly and children, but the research of other areas is relatively rare, it is the direction of scholars to continue the research in the future.
