高危行业农民工劳动力市场的演化路径——基于职业安全视角

摘　　要：为探寻基于职业安全视角的高危行业农民工劳动力市场的动态变化趋势,提高农民工职业安全保障,借助演化经济学的方法,建立了农民工群体与高危行业企业群体之间的支付矩阵。考虑农民工博弈谈判能力弱,增加政府安全监管进一步改进模型。研究发现:无约束条件下,市场路径演化收敛于农民工进入,高危行业企业不坚持安全投入,系统进入不良"闭锁"状态。改进模型中,高危行业农民工劳动力市场路径演化系统收敛于两种模式:一种为理想状态,即农民工选择进入,高危行业企业选择坚持安全投入;一种为不良"锁定"状态,即农民工拒绝进入,高危行业企业选择不坚持安全投入。通过参数的调节可以使系统跳出不良"锁定"状态,优化演化路径。To explore the evolution laws of peasant workers＇ labor market in high-risk industries and protect peasant workers＇ legitimate rights and interests in occupational safety,this research has established a payoff matrix between the peasant workers and the high-risk industries by the method of evolutionary economics.The model is improved by considering the enhancement of peasant workers＇ gambling and negotiation ability and adding government safety supervision.This paper shows that under the market condition without restriction,the high-risk industry peasant labor market converges only in one pattern,the peasant workers choose entry,and the high-risk industries choose not to insist on safety input,and finally the system enters a＂locked＂status.In the improved model,high-risk industries peasant labor market converges in two patterns：One is the perfect status,that the peasant workers choose entry,the high-risk industries choose to insist on safety input;the other one is a＂locked＂status,that the peasant workers choose rejection,the highrisk industry enterprises choose not to insist on safety input.Through adjusting parameters,the system may jump out of the＂locked＂status and the route can be optimized.
