基于药学类高校专利技术转移的我国医药创新模式分析

摘　　要：以中国知识产权网作为检索源,分析2所药学类高校1985—2016年的发明专利数据,研究专利技术转移特征信息。我国医药创新模式尚不完善。高校的科研立项,注重技术的可行性而非经济绩效;科研人员重视基础研究、轻视应用研究的观念以及技术创新交流的平台和机制的缺失等因素影响我国专利技术的转移。提出消除专利技术转移的制度障碍、科研立项的来源还应注重与市场的接轨、搭建专利技术合作平台、发挥政府和医药市场的互动作用等建议,完善我国医药技术创新的能力。This paper analyzes the patent data of two pharmaceutical universities during 1985—2016,and studies the characteristics of patent technology transfer. The factors affecting the transfer of patent technology in China include： China＇s pharmaceutical innovation model is still not perfect,the project of scientific research in colleges and universities,focusing on the technical feasibility and non-economic performance,researchers pay more attention to the basic research than the application of the concept of contempt,platform and mechanism of technological innovation,and also lack of communication. In this paper,we also put forward some suggestions on how to eliminate the institutional barriers to the transfer of patent technology,the source of scientific research should also focus on integration with the market,build patent technology cooperation platform,play the interactive role of the government and the pharmaceutical market so as to improve the ability of technology innovation of Chinese medicine.
