公民网络抗争动员“内卷化”倾向及其治理困局

摘　　要：从现行民众与政府之间的博弈互动以及舆情抗争扩散演化来看,公民网络抗争动员日益呈现出"内卷化"倾向,网络抗争动员行动和网络舆情危机背后,政府在回应治理中不断趋向原有方式方法的路径依赖,陷入网络"闹大"和舆情"示范效应"的怪圈之中。公民网络抗争动员"内卷化"倾向引发治理性新难题,这种"内卷化"结构性矛盾的生成,主要来自三个层面的结构化组合,即上层"压力型体制"下的刚性维稳与制度外的网络媒介权益抗争表达,中层"蜂窝状结构"下媒介管控体系的分化与公民网络抗争舆论场的建构生成,底层"媒介赋权"下的多边复杂利益关系博弈与抗争机会结构的创建。新时期建构推动网络"运动式治理"走向"协同式治理"成为必由路径选择。From the interaction between the current public and the government, and the evolution of the propaganda and public opinion, Citizen＇s network-based contentious mobilization is increasingly showing the trend of involution. Behind the net- work-based contentious mobilization and the network public opinion risks,in trying to responding to the situation,governments tend to rely on old paths,leading to dilemmas of ＂getting big troubles＂ and ＂demonstration effect＂. Such kind of involution trend has caused new problems for governance. The formation of this structural contradiction mainly originates from the three levels of structured combination：the upper level of ＂pressure system＂ with rigid stability-safeguarding efforts versus network- based media contentious forces outside the system; the middle level of ＂honeycomb structure＂ with division of media control system versus the structuring of citizens＇ network-based contentious public opinion field; and the bottom level of ＂media em- powerment＂with multi-lateral and complicated interests versus the establishment of struggle opportunity. In the new era,it is necessary to shift from the ＂campaign-based governance＇to ＂coordinated governance＂ for network administration.
