摘 要:去产能背景下,国有煤炭企业陷入井辅岗位人员冗余、专业技术人员不足和高端复合型人才匮乏的人力资源困境。分析了造成以上困境的三大主要原因,主要包括:历史原因、管理规划不当、体制僵化、激励不足等。据此,提出政府、企业、高校和个人应各司其职、共同努力,分别构建保障平台、执行平台、人才储备基地和树立现代化就业观念的协同解决策略。Under the background of excessive capacity reduction, the state-owned coal enterprises are in the trap of mine aux- iliary staff redundancy and lack of professionals and technical engineers and high-end composite talents. Three main causes of the above dilemma were analyzed in this paper, including historical reasons, improper management planning, mechanism ossification and lack of motivation. Accordingly, it was proposed that government, enterprises, universities and individuals should carry out their own duties and worked together to build security platform, implementation platform, talent pool and establish a modern em- ployment correlation solution strategy.
