摘 要:价格管制的总体目标是追求效率和公平,但我国中央政府和地方政府在世界遗产景区门票价格管制的决策中尚难二者兼顾,其决策行为对未参与决策过程的景区、旅游企业、旅游者产生了外部性,影响了他们的外部性收益。资源约束下的政府偏好以及多层次委托代理背景下的地方政府垄断行为将进一步加大世界遗产景区门票价格管制的外部性。通过建立有效的世界遗产景区价格管理机构、培育完善的社会监督体系、完善景区产品体系、建设其他旅游企业对世界遗产景区的反哺机制等措施,从而形成一套政府利益与公共利益激励共容机制,促使其外部性内部化,促进我国旅游业的持续发展。Overall goal of Price control is pursuit of efficiency and fairness, but it is hard for the central government and local governments in our country to give consideration to the both in the decision-making for world heritage scenic spot ticket price control. The decision-making behavior produces externalities to the scenic area, tourism enterprises, tourists that does not participate in the decision-making process, and affects their external benefits. Government preference under the restriction of resources and local government monopoly under the background of multi-level principal-agent will further increase the externalities of world heritage scenic spots' ticket price controls. Therefore, this paper suggests that through the establishment of an effective world heritage scenic spot price management mechanism, cultivation of perfect social supervision system, improvement of scenic spot product system, construction of the feedback mechanism of other tourism enterprises to the world heritage scenic spot and other measures, a government and public interests compatible mechanism can be formed to internalize the externalities, and to promote the sustainable development of Chinese tourism industry.
