摘　　要：在梳理和总结上海市土地利用规划实施管理现状的基础上,结合规划工作实践,分析提出上海市土地利用规划实施管理中存在的问题,从规划编制、管理体系、实施管理机制、政策工具、关键环节和保障措施6个方面对土地利用规划实施保障体系提出系统性建议。Based on reviewing and summarizing of management and implementation of Shanghai land use planning, the problems and difficulties in the course of implementing and managementing of general land use planning in Shanghai City were analysed. Some suggestions were put forward from planning compilation, management system, management mechanism, policy tools, key links and security measures, combined with planning practice.
