摘 要:创新活动非线性、分散和网络化等新兴趋势和现象的出现,给传统的创新效率评价提出了新的挑战。为了更好地适应创新模式多样化趋势下的创新效率评价,一个基于"研发—转化"解耦视角的创新效率评价模型被提出。该模型尝试将被评价单元的创新效率分解到两个维度和四个象限,从而可以更加清晰地呈现不同的创新模式和升级路径。理论和实证分析显示:基于"研发—转化"解耦视角的评价模型可以更为准确地区分"研发效率"、"转化效率"与"创新效率"之间的联系与区别,更好地解构和重构创新效率的评价,从而对"无研发创新"和"研发活动网络化"等现象进行更为精确地刻画。In view of such emerging characters of innovation as nonlinear, networking, decoupling and diversifica- tion, the models or methods of evaluation on innovation efficiency could confront challenges based on traditional perspectives. To further meet the changes of innovation schemas, a novel evaluation model on innovation efficienty regarding to decoupling the linear chain of 'R&D-Commercialization' is proposed and interpreted. In this new model, the innovation efficiency for a specific unit can be decomposed into the two dimensions and four quad- rants, which can more clearly grasp the features among different innovation modes and the upgrading paths. Theo- retical and empirical analysis shows that the evaluation model based on decoupling perspective can more accurate- ly distinguish the relationship and difference between R&D efficiency, commercialization efficiency and innovation efficiency, can better deconstruct and reconstruct of the innovation efficiency evaluation vector, from showing more detail information to aid in decision.
