摘　　要：长期护理保险制度作为应对日益增长的老年长期护理需求的制度支撑,将是我国"十三五"时期社会保障体系建设的重点内容。文章围绕青岛、南通两市长期护理保险制度地方实践的现实背景、模式特征、制度设计进行比较分析。在总结经验启示的基础上,结合发达国家经验提出相应的对策建议,以期为我国长期护理保险制度的顶层设计提供有益的借鉴。The system of long-term care insurance,which is one supportive system for the increasing long-term care needs of the elderly in China will be the highlight for the construction of social security system during the 13th Five-Year Plan period. This paper focuses on the current background,models feature and system design of regional practice of long-term care insurance in Qingdao and Nantong,and makes a comparison between them. On the basis of the summarized experience and inspiration,and the existing problems as well as the experience in advanced countries,the author puts forward the corresponding suggestions,in the hope of providing valuable references for the toplevel design of the long-term care insurance system.
