新常态下国门生物安全面临的挑战和对策

摘　　要：以习近平同志为核心的党中央提出了我国经济发展进入"新常态"的重要论断。本文运用"新常态"辩证思维方法,分析了新发传染病和传统传染病交替并存,生态环境恶化,出入境人员、交通工具和集装箱数量持续稳定增长,大宗农产品、食品化妆品进口增长,跨境贸易电子商务快速发展的现状,提出了我国国门生物安全进入了"新常态"的观点。国门生物安全"新常态"涉及非传统安全的风险因素多,给国门卫生安全、核生化恐怖袭击、国门生态安全、进口食品化妆品安全、防止"洋垃圾"非法入境等带来新挑战。本文在"总体国家安全观"思想的指导下,针对新挑战,提出了通过制订和完善国门生物安全法律法规,建立"关口前移"的卫生检疫疫情防控模式、加强口岸核生化反恐多层次监测体系网建设、提高防控外来生物入侵的系统性和科学性等具体对策。The Communist Party of China（CPC） Central Committee with Comrade Xi Jinping as the core put forward important theory that China＇s economic development has entered a new normal. Appling the new normal di-alectical thinking method,this paper analyzed coexistence of emerging and recurrent infectious diseases,deterioration of the ecological environment,stable and sustained growth of exit-entry people,transports and containers,import growth of primary agricultural products,foods and cosmetics,rapid development status of crossborder e-commerce. On the basis of the analysis,this paper puts forward viewpoint that biosafety at the country ports of China has also en-tered a new normal. The new normal of biosafety at ports involves multiple risk factors of non-traditional security issues which bring new challenges at ports,such as health and safety,anti-terrorism related to biological and chemical agents or radionuclear materials,ecological safety,import foods and cosmetics safety,prevention of illegal-entry foreign garbage,etc. For the new challenges,this paper proposes concrete countermeasures,such as formulation and revision of laws and regulations related to biosafety at ports,establishment of pass forward mode for the prevention and control of health quarantine,strengthening the construction of multi-level monitoring system related to biological and chemical agents or radionuclear materials,enhancement of systematicness and scientificity in the prevention and con-trol of alien species invasion.
