摘 要:全面抗战爆发后,国民政府为了适应战时社会和经济发展的需要,颁行了诸多涉及金融业监管的法令,并在监管机构上做出了相应调整,如1939年12月在原有基础上改组了四联总处;改组后的四联总处成为抗战时期国家最高财政金融决策机关,与财政部一起承担金融监管的相关职能。同时鉴于抗战形势,国民政府采取了高度集权化的金融监管机制,这种机制虽然引起了一系列负面的金融效应,但其在支持抗战、促进以重庆为中心的西部地区金融与经济的发展和促进中国金融业与金融业监管的现代化等方面发挥了积极作用。After the outbreak of the Anti-Japanese War,the National Government in wartime in order to meet the needs of social and economic development,had issued many involving financial supervision laws,and made corresponding adjustments in regulatory mechanism,and reorganized the HFJB( the Headquarter of FourJoint-Banks) in December 1939,after the reorganization of the HFJB became the highest wartime financial decision-making mechanism, and the Ministry of Finance jointly undertook the functions of financial supervision. In view of the situation of the Anti-Japanese War,the National Government adopted a highly centralized financial supervision mechanism. This mechanism might cause a series of negative financial effect,but it supported the Anti-Japanese War,promoted the development of the finance and economy in the western region centered on Chongqing and promoted the modernization of Chinese in terms of financial industry and played a positive role in financial sector regulation.
