摘　　要：民间救援组织已成为我国救援力量的重要组成部分,民间救援组织如何与政府专业救援配合协同成为现实问题。通过追踪政府与民间救援组织协同合作现状,分析政府与民间救援组织协同合作存在诸多的问题、影响协同合作的瓶颈因素以及如何在实施救援过程中协同合作,即探究科学高效的政府与民间救援组织协同治理策略。研究表明,开展此项研究工作,对于最大效率地发挥多个救援力量协同救援能动作用,具有重要现实价值,对于丰富应急志愿者管理理论内容具有重要学术建构意义。The folk relief organization has become an important part of our country＇s rescue force,how to cooperate with the civilian rescue organization and the government rescue is ana realistic problem. By tracking the cooperating situation of government and non-governmental relief organizations,analysis many problems between government and non-governmental relief organizations in cooperation,bottleneck factors that effects cooperation and how to cooperate in the implementation of the rescue process,namely the construction of a scientific and efficient governmental and cooperative measure between government and non-governmental relief organizations,Research shows that,to carry o ut this work,for maximum efficiency play a more active role of collaborative rescue rescue forces,has important practical value,especially,it has important academic significance for enriching the emergency volunteer management theory.
