摘  要:为得到瓦斯突出事故发生的一般规律,减少重特大瓦斯突出事故的发生,统计分析了95起重大及特别重大煤与瓦斯突出事故的时间特征、空间特征及事故矿井基本特征,研究结果表明:煤矿监管部门应重点监管湖南、贵州、河南、重庆、四川等省市的煤矿安全工作,将防突工作的重点放在小型矿井和乡镇煤矿,同时要采取相关措施严禁非法违法组织生产;煤矿企业应重点加强春节前后、早班和中班时间段,煤巷掘进面、石门揭煤面和采煤面的防突管理,非突出矿井也应加强突出预警和预控工作。研究结论为从宏观上采取措施预防煤与瓦斯突出事故提供了参考依据。To obtain the general characteristics of coal and gas outburst accidents and reduce the frequency of major gas outburst accidents,statistical analysis of the 95 major coal and gas outburst accidents is conducted from the aspects of time characteristics,space characteristics and the basic characteristics of the coal mines.The results show that the coal mine regulatory authorities should focus on the safety management of coal mines in Hunan,Guizhou,Henan,Chongqing and Sichuan province,should focus on the gas outburst prevention of the small mines and the village and township coal mines,and should take relevant measures to forbidden the illegal organization of production; coal mines should focus on strengthening the gas outburst prevention management in the period of before and after the Spring Festival,in the time of morning shift and swing shift,and in the workplace of coal heading face,rock cross-cut coal caving face,and coal mining face; the non-outburst mines should also strengthen the early warning and pre-control work for gas outburst prevention. The conclusion provides a reference for coal and gas outburst accident prevention from taking macro measures.
