摘  要:灌区节水评价是灌区管理的有效工具之一,是实现水资源可持续利用的一种途径,对提高灌溉水利用效率、支撑农业和社会经济的可持续发展具有重要意义。为此,建立了基于属性层次模型的灌区节水水平综合评价模型,该模型考虑了灌区的社会经济、土地资源状况、农业水资源利用效率、管理体制等方面的多个指标,实用简便,能较好地评价灌区的节水水平。模型中评价指标的相对重要性和隶属度可根据实际情况进行调整,从而得出比较准确的结果。运用模型对某灌区的节水水平进行了评价,评价结果可为灌区的规划、建设、管理和节水目标的制定提供参考。Assessmentof water-saving degree is one of the effective tools for irrigation area management and it is a way to realize sustainable utilization of water resources. It is important to improve the efficiency of irrigation water and support the sustainable development of agriculture and social economy. So, the comprehensive evaluation model for the water-saving level of irrigation area based on Analytic Hierarchical Model (AHM) was proposed, considering a number of factors including the social economic status, land resources, utilization efficiency of agricul- tural water resources and management system and so on. The model was practical and convenient and we could evaluate the irrigation area wa- ter-saving level effectively by it. The relative importance and membership degree of the evaluation indexes in the model could be adjusted ac- cording to the actual situation, so that more accurate results could be gotten. Then, the water-saving degree of the irrigation area was appraised. The evaluation result can provide references for the planning, construction, management and water-saving goal setting of the irriga- tion area.
