传统农业地区临释人员社会衔接问题研究

摘　　要：我国是传统的农业大国,监狱在押犯中,农村籍罪犯占了较大比例。这类人群回归社会后,对社会管理是一个巨大挑战。做好农业地区临释人员回归社会的衔接工作,符合国际刑罚发展趋势,是监狱机关履行职责、适应社会形势发展的现实需要,是加强社会综合治理创新、实现城乡经济社会健康和谐发展的客观需要。当前农业地区临释人员社会衔接管理工作现状不容乐观,鉴于此,从加强立法与制度设计、完善监狱管理教育体制、理顺政府部门职责、发挥社会力量等四个方面提出了改进意见。China is a traditional agricultural country, among the criminals in the prison, rural criminals account for a large proportion, when this kind of crowd return to society, they are a great challenge to social management. Do a good job in the social cohesion of personnel to be released in traditional agricultural areas, it conforms to the international penalty development tendency, it is not only the actual need of prison authorities to perform their duties and adapt to the social development, but also the objective need to strengthen construction and innovation of social comprehensive governance and realize the healthy and harmonious development of urban and rural economy and society. At present, the current situation of cohesion work is not optimistic, in view of this, this article puts forward some suggestions for improvement from four aspects：Firstly, strengthen legislation and system design. Secondly, improve the prison management education system. Thirdly,rationalize the government departments responsibility. Fourthly, exert the social power.
