推进城镇职工基本医疗保险个人账户用于体育健身消费的理由和策略  

The Reasons and Strategies for Promoting the Basic Medical Insurance for Urban Workers Using the Medical Saving Account for the Consumption of Sports

摘　　要：国发[2014]46号文件颁布以来,城镇居民社会医疗保险卡个人账户用于体育健身消费成为地方政府部门推动全民健身、促进体育消费的重要举措之一。基于当前学术界对该措施合法性问题的争论,通过搜集整理各省(市)人力资源和社会保障部门、体育部门在官方网站上进行公开的实施细则,从体育之于健康的价值、医保卡个人账户的功能、制度变革等角度提出医保卡个人账户用于体育健身消费的理由及合理性,并针对当前的实际问题提出优化策略。Since the 46th article of the state council promulgated, urban workers＇ medical insurance saving accounts pay for fitness consumption have become one of the important measures to promote national fitness and sports consumption from some local governments. This study is based on the current of the legitimacy of the academic debate about these measures, through collecting the de- tailed rules for the implementation of the policy around the Labor and Social Security department and Administration of sports department in public. This paper, from the value of the sports to health, the function of medical saving accounts, and institutional change perspective, proposed the reason and rationality of using medical saving accounts for sports and fitness consumption, and base on the current practical problems, put forward the corresponding optimization strategy.
