区镇食品药品监管工作一体化管理体系建设研究

摘　　要：目的构建区、镇食品药品监管工作一体化管理体系模式。方法论述国家新一轮食品药品监管体制改革后咸安区食品药品监督管理局基本情况及派出乡镇食品药品监管所的建设、人员配备、办公场所、执法装备、经费来源、工作运行机制等情况及一体化管理模式设置、监管成效的回顾和思考。结果经过3年的一体化模式监管,咸安区城镇食品药品安全得到满意控制,各乡镇所对区局指示能够上情下达、政令畅通、迅速行动,食品药品安全监管体系建设取得预期成效。结论咸安区食品药品监管体制改革严格落实国务院机构单设要求,已形成国家、省、市、县局及乡镇食品药品监管所"四位一体"的监管模式,对建立统一权威的食品药品监管体制具有一定的借鉴意义。Objective To construct the integrated management system of food and drug administration in district and town. Methods After the new structural reform of National Food and Drug Administration,the basic situation of Xian＇an District Food and Drug Administration and the construction,staffing,office space,law enforcement equipment,sources of funding,working mechanism of township food and drug administration were discussed,the establishment of integrated management model and the effectiveness of administration were reviewed and reflected. Results After three years of integrated administration model,the food and drug safety of Xian＇an district got sat isfactory control,the township could transmit the order from regional council,ensure the government decrees and act quickly. The construction of food and drug safety administration system had achieved expected results. Conclusion The structural reform of National Food and Drug Administration in Xian＇an district strictly implement the state council,which has formed the ″four in one of the regulatory approach″ of the national,provincial,municipal,county,bureau and township food and drug administration. It has certain reference significance for the establishment of a unified and authoritative food and drug administration system.
