摘　　要：解决土地供需矛盾,构建土地资源安全保障体系,是协调粮食核心区经济发展与耕地保护重要内容。采用文献资料法和定性与定量分析相结合方法,在深入分析河南省土地资源特点及问题基础上,根据优化、集约、改善、统筹等土地利用原则,分类构建了土地资源安全保障体系,并提出了相应保障措施。研究表明,控制新增、推进土地综合整治是土地资源安全保障的基础,清理闲置、提高存量利用率是高效利用土地资源的核心,建立城乡统一的建设用地市场促进土地资源节约集约利用的关键。研究为粮食核心区土地资源的可持续利用提供了科学依据。To solve the contradiction between supply and demand of land, construction land resource security guarantee system, coor- dinated the important food core economic development and cultivated land protection. Used the literature material method and the combination of qualitative and quantitative analysis method, the characteristics and problems of land resources was the thorough anal- ysis of Henan province, according to the optimization, intensive, improvement, as a whole the land use, such as the principle, classifi- cation system of land resources security was constructed, and corresponding protection measures were put forward. Studied show that the control of new, promote the comprehensive improvement of land was the foundation of land resources security, cleaning idle, im- prove the utilization rate of stock was the core of the efficient use of land resources, to establish a unified urban and rural construction land market to promote the economical and intensive utilization of land resources. Study for food core offered a scientific basis for the sustainable utilization of land resources.
