我国海洋生态灾害应急管理机制建设的对策研究

摘　　要：指出了海洋生态环境灾害在一定区域范围内破坏了海洋生态环境,对海洋经济的健康发展造成了影响。但由于我国海洋灾害应急保障机制不够健全,应急预案系统不完善,导致海洋生态灾害在预报、预警、处置和救援等环节存在问题,因此,优化完善海洋生态灾害应急管理体制已成为我国海洋生态环境管理工作中亟需解决的问题之一。分析了当前我国海洋生态灾害应急管理机制的现状及存在的问题,介绍了国外发达国家先进的应急管理体系建设经验,并结合我国海洋生态灾害应急管理工作的实际,提出了现阶段我国海洋生态灾害应急管理机制建设的对策建议。Marine ecological disasters have frequently occurred in recent years, which destroys marine ecological environment and affects the healthy development of the marine economy. However, due to the imperfection of emergency mechanism of marine disaster in China, the emergency plan system is imperfect. So, there are many problems in marine ecological disaster early warning, treatment and reconstruction. Therefore, it has become one of the urgent problems to solve the emergency management system of marine ecological disaster. This paper analyzed the current situation and existing problems of emergency management mechanism of marine ecological disaster in China. It also introduced the advanced practice of emergency management in foreign countries. Referring to the experience of foreign countries and combining with the practical construction of emergency management mechanism of marine ecological disaster, this paper put forward the current situation of marine ecological disaster suggestions on Emergency Management Mechanism.
